About Dr. Oliver

Kelsey Oliver, Ph.D., BCBA, is a Board Certified Behavior Analyst with extensive experience in clinical and applied settings. She provides assessment, intervention, consultation, and supervision services for individuals with developmental and behavioral needs across home, school, and community environments. Her clinical work emphasizes function-based intervention, caregiver and provider training, and the use of person-centered, evidence-based practices to improve meaningful quality of life outcomes.

Dr. Oliver is also an Assistant Professor of Special Education at the University of Hawaiʻi at Mānoa. She began her career as an inclusive preschool teacher, which continues to inform her commitment to supporting individuals in naturalistic and inclusive settings. She holds a bachelor’s degree in Psychology, a doctorate in Special Education, and completed a postdoctoral fellowship in Psychiatry and Behavioral Sciences, where she further specialized in behavioral health and intervention.

She is passionate about bridging research and practice, training educators, clinicians, and families to effectively support individuals with disabilities. Dr. Oliver has authored numerous research articles, a policy brief, and book chapters on topics including family support, teacher and clinician training, evidence-based practices for autism, and inclusion.
